Students across public secondary and tertiary institutions have reported that they are yet to benefit from the federal government’s promised 100MB daily data allocation for educational purposes.

The programme officially commenced on October 1, 2026, according to the Nigerian Communications Commission, but some intended beneficiaries said they had not received the data or any notification concerning their access.

The initiative, known as the Zero-Rated Data Access to Approved Educational Platforms and Content Initiative, is being implemented by the NCC in partnership with the Federal Ministry of Education and licensed telecommunications operators.

The commission said the programme would provide students with access to approved educational platforms without charging their regular mobile data for qualifying traffic.

Victor Aondo, a final-year Microbiology student at the University of Abuja, said he had been checking his phone for the promised allocation without success.

He said he also asked some of his colleagues whether they had received the data, but none had reportedly benefited at the time.

Mrs Theresa Moji, a parent of an SS3 student at St Winifred Girls Secondary School, Ihugh, also said her efforts to access the scheme for her daughter had not yielded any result.

The NCC has emphasised that the programme does not provide unrestricted internet access.

Instead, the zero-rated benefit is limited to educational websites and digital learning platforms that have been approved and whitelisted.

Eligible services include Learning Management Systems, digital libraries, educational repositories, teacher development platforms and technical and vocational training resources.

The allocation cannot ordinarily be used for general browsing or social media platforms such as WhatsApp, TikTok, Instagram and YouTube.

The NCC said the Federal Ministry of Education and the commission would jointly approve participating platforms.

According to the commission, the restrictions are intended to ensure that the initiative focuses on education and helps students access relevant digital learning resources.

The reported delay has left some students awaiting further information on when the promised access will become available on their mobile lines.
